AI voice agents in Singapore

An AI voice agent is software that holds a phone conversation: it listens, decides what to say, says it in a synthetic voice, and does something with the outcome. Every use case on this site is the same underlying technology pointed at a different job.

This page is for anyone still deciding what they need. If you already know the use case, the specific pages will be more useful.

We are not a vendor. ColdCalling.sg does not sell AI voice agents. We compare what is available in Singapore and introduce you to the provider that fits, at no cost to you.

What actually happens

The version without the sales gloss.

Speech recognition

Turns what the caller said into text. Accents and background noise hurt here first.

A language model

Decides what to say next, within the boundaries your script sets.

Speech synthesis

Says it. This is what determines whether the voice sounds local or foreign.

Telephony

Carries the call. In Singapore this also determines whether the call connects at all.

An action

Books, tags, notifies or records. A call that produces nothing downstream was a waste of money.

Best fit

  • You know you want voice automation but not yet in what shape.
  • You are comparing this against hiring or outsourcing.
  • You want to understand what you are actually being sold.
  • You need to explain it to someone else internally.

Not ideal for

  • You already know your use case. Read that page instead.
  • You want a technical build guide. This is written for buyers.
  • You are looking for vendor rankings. We do not publish them.

Who uses this in Singapore. Most commonly SMEs deciding whether any of this applies to them, insurance agencies running campaigns across a team, and enterprises planning concurrency and data residency. Each of those pages covers the volume metric, compliance layer and realistic expectations for that sector.

The script matters more than the platform

Whatever the use case, the script is where most of the outcome is decided. The technology dials and talks. What it says, and how well the questions are framed, is what determines whether any of it was worth doing.

Ask any provider whether they have written scripts for your industry, and ask to see one with the client name removed. Why the script decides the outcome.

What to test on your live call

Have the provider call your own mobile, over a mobile network. For this use case, watch for:

  • One live call to your own mobile, on a mobile network.
  • An interruption, because that is the fastest way to find the limits.
  • Something off script, to see whether it exits gracefully or invents.

What drives the cost

The first four layers bill separately in most platforms, which is why the same product can cost very different amounts depending on which voice and which model you choose. You can work out what AI calling would cost at your volumes.

Compliance

Obligations follow the purpose of the call, not the technology. A marketing call made by an AI carries exactly the same duties as one made by a person. Read what the PDPA and Do Not Call rules require.

Two limits that apply to almost every agent on this market. Very few can move between English and Mandarin once a call is running, and very few can hand a live call to a person. Any vendor claiming both should be asked to prove them on a call to your own phone, not in a recording. Assume neither works until you have heard it.

Common questions

What is an AI voice agent?
Software that holds a phone conversation. It recognises speech, decides what to say using a language model within the limits of your script, speaks in a synthetic voice, and records or acts on the outcome. It is not a recorded message and it is not a phone menu.
Is it the same as a chatbot?
The reasoning layer is similar, but voice is far less forgiving. There is no time to reread, interruptions happen constantly, and a delay that is invisible in chat is uncomfortable on a call.
What are the real limitations?
Complex objections, unusual accents, noisy environments, switching language mid-call, and passing a caller to a person. Most agents in this market cannot code-switch and cannot transfer a live call reliably.
How do I pick a use case?
Start with the direction of the calls and how much judgement each conversation needs. Bounded conversations with a clear yes or no suit AI. Anything needing advice or negotiation does not.
Is Singapore different from other markets?
Yes, in two specific ways. Local name and place pronunciation matters more than a generic accent, and telcos block incoming international calls displaying +65 prefixes, so where calls originate affects whether they connect.
